PH LGBTQIA+ Workplace Inclusion Diagnostic Tool

A framework for assessing organizational LGBTQIA+ workplace inclusion maturity

Purpose

The PH LGBTQIA+ Workplace Inclusion Diagnostic Tool is a structured organizational assessment developed to help organizations understand their current level of LGBTQIA+ workplace inclusion. Results are intended to guide organizational reflection, strategic planning, and continuous improvement toward more equitable and inclusive workplaces.

Tier 1 · Cognizant

Compliance-driven; basic SOGIE and DEI awareness, but no inclusion strategy yet.

Tier 2 · Conscientious

Inequalities recognized; global strategies adapted locally, but structures remain fragile.

Tier 3 · Inclusive

LGBTQIA+ networks meaningfully engaged and embedded in policies and strategies.

Tier 4 · Transformative

Intersectional, equitably resourced, and extending inclusion beyond the organization.

Maturity tiers follow the Four-Tier Inclusion-Transformation Framework introduced in the PFIP Playbook for LGBTQ+ Inclusive Workplaces in the Philippines (2023).

Intended respondents

The assessment should ideally be completed by a cross-functional team composed of Human Resources, Diversity, Equity and Inclusion (DEI) practitioners, Senior Leadership, Employee Resource Group representatives, and Organizational Development practitioners.

Instructions

Rate each statement based on your organization's current level of implementation, using objective evidence whenever possible. Examples of evidence include written policies, HR manuals, employee surveys, budget allocations, learning records, organizational reports, and documented initiatives. If uncertain between two ratings, choose the lower rating unless evidence clearly supports the higher one.
